Josh Davidson is an attorney in the Civil Appeals Division. He represents state agencies in matters covered by Risk Management in state and federal appellate courts.
Brent Burnett is an attorney in the Civil Appeals Division where he represents state agencies in non-Risk Management disputes in state and federal appellate courts.
Marian Decker is the Appellate Section Director in the Criminal Appeals Division. She also served for 15 years on the Supreme Court’s Advisory Committee for the Rules of Appellate Procedure.
Joel Ferre is the Deputy Director of the Litigation Division. He represents state agencies in tort cases at the trial level in both state and federal courts.
David Wilkins is an attorney in the State Agency Counsel Division. He represents the Utah Occupational Safety and Health and the Utah Antidiscrimination and Labor divisions of the Labor Commission. He does both formal adjudicative hearings in front of ALJs, and represents the Commission in district court on appeals of de novo of informal adjudicative proceedings.
